Zimbabwe expands fintech innovation through Regulatory Sandbox

The Securities and Exchange Commission of Zimbabwe (SECZ) has approved seven financial technology companies to participate in its Regulatory Sandbox, marking another step in the country’s efforts to modernize its capital markets through blockchain and digital asset innovation.

In a public notice issued under Notice Number: SCZ24072026, the commission announced that the selected firms will begin testing innovative financial products under a supervised regulatory environment designed to balance innovation with investor protection.

The latest approvals reflect Zimbabwe’s growing interest in blockchain-powered financial infrastructure, with asset tokenization emerging as one of the dominant themes among the newly admitted participants.

Tokenization platforms dominate latest approvals

Among the seven approved participants, several focus on tokenizing traditional financial assets and market infrastructure.

The companies admitted into the Regulatory Sandbox include: Zimbabwe Entrepreneurship Exchange, Nadarama Standard (Private) Limited ,Questview Brokers (Private) Limited, Crowdvace Capital (Private) Limited, Procode Platforms (Private) Limited, Financial Securities Exchange (Private) Limited and Colmin Resources Zimbabwe (Private) Limited 

The approvals demonstrate the regulator’s increasing willingness to explore how blockchain technology can improve fundraising, securities issuance and investment accessibility.

Sandbox provides supervised testing environment

According to the commission, the Regulatory Sandbox provides a controlled environment where approved firms can test innovative products, services and business models under regulatory oversight before broader market deployment.

Participation remains limited to the specific solutions approved by the regulator and is subject to defined testing parameters and timelines.

SECZ emphasized that the program is designed to encourage responsible financial innovation while maintaining appropriate safeguards for investors and the wider financial system.

The regulator also cautioned that participation in the sandbox should not be interpreted as a full commercial authorization or endorsement of any product beyond its approved testing scope.

Focus on financial inclusion and market modernization

The commission said the initiative seeks to promote financial inclusion while supporting the development of a more transparent, efficient and competitive capital market.

Asset tokenization has attracted growing attention globally because it enables traditional assets—including securities, infrastructure projects and real estate—to be represented digitally on blockchain networks. The technology has the potential to improve liquidity, lower transaction costs and expand investor access to previously illiquid assets.

The inclusion of crowdfunding and blockchain-based fundraising platforms also signals Zimbabwe’s interest in providing alternative financing channels for businesses and entrepreneurs.

SECZ to continue monitoring participants

The Securities and Exchange Commission said it will continue monitoring each participant throughout the testing period and may issue additional guidance, directives or regulatory requirements as the projects progress.

The latest cohort expands Zimbabwe’s fintech experimentation at a time when regulators across Africa are increasingly adopting sandbox frameworks to evaluate emerging technologies before introducing permanent regulatory structures.

With tokenization accounting for the majority of the newly approved projects, the latest announcement underscores the growing role blockchain technology is expected to play in Zimbabwe’s evolving financial ecosystem.
